We propose to host ICME 2019 in the Shanghai, China. Shanghai is the financial center of China and the most populous city proper in the world, with a population of more than 24 million. As one of the four direct-controlled municipalities of the People's Republic of China, it is a global financial centre and transport hub, with the world's busiest container port. Located in the Yangtze River Delta in East China, Shanghai sits on the south edge of the mouth of the Yangtze in the middle portion of the eastern Chinese coast. The municipality borders the provinces of Jiangsu and Zhejiang to the north, south and west, and is bounded to the east by the East China Sea. Numerous conferences similar to or bigger than the size of ICME has been held here successfully in the past, including INFOCOM 2011, ICASSP 2016, CHINACOM 2015, ICCPSci2016, etc. However, it would be the first time that a major multimedia-related conference will be held in the area.

With its beautiful summer weather, vibrant mix of attractions that satisfy every taste, and strong hi-tech industry, we believe Shanghai makes an excellent location to attract more participants to ICME 2019. July is the wettest month for the Shanghai area, with an average temperature between 78.4-90 °F (25.8-32.2 °C). People from all over the world flock to the area during this season, which has many attractions such as The Bund, Nanjing Road, Yuyuan Garden, etc. Shanghai has many high-tech companies such as Microsoft and HUAWEI.
